Is there any tools that could export content and media in Umbraco 7?

Depends on what you want to export it to, but uSync.ContentEdition

It's for a client that's moving away from Umbraco to WordPress. I was wondering if there was any packages that could export.

I wrote a Media Export package for Umbraco 8 - you might be able to use the source code for v7 - should be similiar - https://github.com/DanDiplo/Umbraco.MediaDownload

using root node and Descendants, this way its agnostic to another CMS if they can import a CSV?
