I suggest the most reliable way to get an answer to this question is to raise a PR to that repo adding your package to the list, and see whether it gets accepted!

Just so long as you realise that submitting a PR on the activity log repo is the only way to get a package counting for Hacktoberfest! And yay for the progress you've clearly been making 🙂
