Forms: `PackageMigrationsUnattended` not automatic/unattended

Enabling

PackageMigrationsUnattended

didn't run migrations for Forms for an upgrade 11-to-13 for us. Do we need to enable something else for Forms migrations to be automatic?

UpgradeUnattended

is also enabled. Or is 11-to-13 too long to migrate unattended?

Still having this problem in Forms 14.1.5.
