Ps you can't use a packagemigrationplan (https://docs.umbraco.com/umbraco-cms/extending/packages/creating-a-package#custom-package-migration).. as if mediatype/dataype found to exist it ignores it.. https://github.com/umbraco/Umbraco-CMS/blob/contrib/src/Umbraco.Infrastructure/Packaging/PackageDataInstallation.cs#L1081 docTypes are updated though..
