Umbraco Commerce - are there any plans to add Shipping Rate Range Provider to v10?

Our client is on Umbraco v10 with Umbraco Commerce and wants to be able to adjust shipping rate based on weight. They don't have the budget to upgrade Umbraco and Umbraco Commerce to v13 at this stage.
