I've done user training on pretty much every project I've worked on. It varies greatly between clients and users.

So the question is not for the release phase .. I suspect everyone has to do some training but what happens after 6 months one year
You have support contracts etc but do you include training as part of that
Is there a space for documents / courses to help those who inherit a site
Or is there a generic video series that should be made so people can learn from a techie what the in and outs are
What docs do you produce if any??

I hate to 'it depends' - but there are so many factors that dictate the level and frequency of training (skill, will) and quality and quantity of documentation (usually budget) it really needs to be tailored to the clients needs and requirements.

Full documentation for all roles.
I've been lucky enough to work on projects where that has been the case, creating really good reference material can save a lot of wasted time. It also makes a really good starting point for training.
