I've had issues deploying the folder before as a whole with both custom and nuget package plugins -- though this is normally when deploying an umbraco site not developing a package, I normally check the properties of the needed files/folders in Visual studio and change build action to content and Copy to Output Directory to always copy this has worked for me in the past but I am unsure if it is the solution to the issue or if it will fix for deploying a package
