I don't know of any hard numbers for how fast V7 compared to V10 is, but I recently put together a proposal on the same lines and swung it by throwing. net 5 blogs as improvements. The biggest swing (for the client) was actually reduced hosting costs, because Linux, as well as all the security stuff in modern dotnet. Further to that, we elaborated on time to market as working with V10 is better than the rest, from UI/UX to a11y to dev speed. Good luck on the proposal!
