Do you have a targets file inside of your package? https://github.com/patrickdemooij9/uSeoToolkit.Umbraco/blob/main/src/uSeoToolkit.Umbraco.RobotsTxt/build/uSeoToolkit.Umbraco.RobotsTxt.targets. In .Net Core, it doesn't automatically include your content files in nuget packages anymore
