I could be very very wrong about this, but I thought the entire /umbraco/ folder (umbraco/config/lang) comes from the Umbraco.CMS package. So if your restart it related to a build action, maybe it's being rewritten? Quick update I was curious. I deleted the /umbraco/ folder and did a rebuild and the folder came back.
