I have been using the VS pack, which I think it runs dotnet pack anyways. I made it work! I was making some changes to the nuget but they weren't being copied to the .nuget folder when reinstalled. I had to remove the package from that folder. I guess it wasn't overwriting the folder because the package had the same version number. thanks for your help @User !
