@User i am not sure about /umbraco/Licences if i am honest. I would have said the whoe ~/umbraco folder doesn't need to be source controlled (its umbraco it comes from the package, it is copied over when you build the site). putting this file in there changes that so instead of having

/[Uu]mbraco

in an ignore you have a whole boat load of lines, because you want to then include

/Umbraco/Licence
