It sure can be. Label is already there. We like to start feature requests as a discussion as they often go long. When a feature/enhancement is decided upon the resulting PR can be labeled with feature. HQ can change the bug label to a feature label as well if needed.

Could the discussion not evolve to a well described issue with enhancement/feature before a PR is made?
