If for Umbraco 10 and above, it might we worth looking into Razor Class Libraries. I think these are the recommended approach now, and you don't have to create a targets file anymore, since the build process takes care of this. Razor Class Libraries are also a bit easier to work with once installed in your Umbraco installation.
