How to make a default variant optional?

I'm using segments to create variations of particular content items for specific target audiences. It contains a default version for everybody, but for specific target audiences, the content may vary. The issue is that some pages should only be available for specific target audiences and not to anybody else. If I create a new page, leave the default empty and only publish a variant, I cannot publish because the default version has validation errors. Does anyone know how to get around this?
Well... I have a workaround, it somewhat makes sense but not really. I separated variation from visibility. So now there is always a base version and content can be varied per segment. Visibility is explicitly configured on an invariant property using a target audiences picker.
