uSync options not picking up appSettings.<environm...

uSync:Publisher:Settings:IncomingEnabled True
uSync:Publisher:Settings:OutgoingEnabled False
And my environment one is
Umbraco:uSync:Publisher:Settings:IncomingEnabled True
Umbraco:uSync:Publisher:Settings:OutgoingEnabled True
Publisher matches the non environment one
