No, we always have static manually-handled assets in there as well.

No but struggle with devs checking in minified / non minified stuff and constant merge issues across branches of bundled js / css. I'm going to exclude from now on specific built out files but share kdx-perbol's need to have other stuff in there. So the dev answer.... it depends!

As do I, I keep my non minified files outside of wwroot and they get minified to the wwwroot folder if changed.
