Im new to the rollback feature, but I cannot explain this. Hi, I think rollback will only be between the published versions, and content version clean up (https://docs.umbraco.com/umbraco-cms/fundamentals/data/content-version-cleanup) can also remove older versions (depending on your setup).

Yes I think so too, it's only published versions in the set interval in your version cleanup.
