Realistically, if the project isn't open-source, you're dependent on the developer to update & convert this package to Umbraco 9... In practice, depending on what package we're talking about and how this package is licensed, there's always the option to decompile the .dll's, figure out what functionality it adds, and write it your version of it for Umbraco 9... but again, licensing, and well... effort ^^
